Wilbert James Walters was born the oldest child of the four children of William George (born in England) and Annie (Logan) Walters (born in Canada). Wilbert's siblings were: Wesley Fredrick Walters (1893 - ??), Annie Lauretta Walters (1895–1923), and Mary Myrtle Walters (1897–1995). The 1930 U.S. Federal Census lists the year of Wilbert's emigration to the United States from Canada as 1926; however, a second emigration document dated July 1941 lists his official emigration year as 1941.

Wilbert married Annie Florence (Dellinger) Click Hawks on Wednesday, December 21, 1927. Their marriage certificate states her name as "Florence Hawks," so it is assumed she went by her middle name of Florence. Their marriage certificate also states that Wilbert had been married once before and that Florence had been married twice before. It also lists Wilbert's age as 35 and Florence's age as 40. Wilbert's age appears to be reflected correctly on their marriage certificate, while Florence's is not.

The 1930 U.S. Federal Census lists his occupation as a molder with a construction company. It also lists Florence as his wife, and a stepdaughter, Caroline Tolbert (born approximately 1908) and her infant daughter Violet as living with them. His 1942 World War II draft registration card lists his employer as the All Metal Products Company in Wyandotte, Wayne County, Michigan.
