Another contributor has suggested this John Edgar Collins (1884-1959) and John E. Collins (no dates) are the same person. However, the Rail survey lists them separately; their graves are in different sections of the cemetery and have different inscriptions.
Washington State Death Records show a "John Collins" who was born circa 1884 and who died January 22, 1959, in Seattle, King, Washington. Perhaps that was the same person as the John E. Collins buried at Greenwood, but perhaps not.
