Linda was born at home in Indian Springs, TN on November 10, 1940 to the late Carl Elijah Allen Bishop and Martha Theresa Fleenor Bishop.

Linda graduated from Blountville High School and Hiwassee Junior College in Madison, TN with an AA in Education. She also graduated from the University of TN, Chattanooga with a B.S. in Psychology. She spent her life dedicated to raising awareness of the social and educational needs of children, in particular children and youth with disabilities and their families. Linda was employed by the State of Tennessee, Department of Health and STEP of TN. She served as a Juvenile Officer, a member of the Tennessee Conference for Social Welfare, Keystone Senior Citizens Center, served on the Board of ARC of Washington County and a member of the Human Rights for Washington County. Linda was a member of First Presbyterian Church in Elizabethton and currently attended Calvary Baptist Church in Johnson City.

She loved her friends deeply and enjoyed reading, listening to music and traveling. Linda loved life; she laughed often and loved everyone. She was vivacious – loving every minute with "spunk". She drew people to her because she was always willing to listen and help. Her most wonderful gift was the way she raised her son. Though he had special needs, she taught him to be gentle and kind to all, and be a contributing member of his community. Above all, he grew to be a wonderful man of great faith. In addition to her parents, she was preceded in death by her husband, William Charles Burrows in 1982; and several aunts and uncles.

Linda is survived by her son, Charles Burrows of Gray, TN; sister and brother-in-law, Barbara and Frank Knisley of Johnson City; brother and sister-in-law, Tom and Nancy Bishop of Kingsport; niece, Celeste Arrowood; nephews, Sammy Blalock, Robert Blalock, Michael Blalock and Eric Bishop; several aunts and cousins; special friend and caregiver, Kay Jones; and Karen Harrison
