He was born in Tazewell County and was the son of the late Joseph and Polly Prater Hess. He was a life long resident of the area and was a retired coal miner. Jesse also was a former driver for the Four County Transit. In addition to his parents, he was preceded in death by his first wife, Joann Hess; sisters, Mary Jane Richardson, Cleo Craighead, Dolly Hamblin, Fanny Hess, Margaret Hess, Annie Brown, and Peggy Griffith; and brothers, Ted, Balford, Arvil, Earl, Dalice, Joe, Willy, and Ernie Hess. He was the last surviving member of his immediate family.

Funeral services for Jesse Dean Hess will be conducted Monday, November 23, 2020 at 2pm at the Hurst-Scott Funeral Chapel in Richlands, Virginia with the Rev. Tim Lester and Rev. Dennis White officiating. Interment will follow at Greenhills Memory Gardens at Claypool Hill, Virginia. Grandsons will serve as pallbearers.
