CUMBERLAND – Joan Leslie Powell, 78, of Cumberland, passed away Friday, October 30, 2020, at her residence.

Born February 3, 1942, she was a daughter of the late Herman Albert and Audrey Adeline (Webber) Snoots.
In addition to her parents, she was preceded in death by a son, Richard William Powell; brother, Steven Snoots; sister, Diane Higson; great-grandson, Boone Lincoln Higson; son-in-law, F. Allen Shambaugh.

Joan was a 1960 graduate of Fort Hill High School and remained a loyal Fort Hill football fan. She enjoyed attending her grandchildren’s sporting events. As an avid NASCAR fan, she never tired of discussing Dale Earnhardt, Jr. and his career with her friends.

Joan leaves behind her daughters, Leslie J. Keidel and husband, Mark, Woodbine, MD, and Cassie K. Shambaugh, Ridgeley, WV; grandchildren, Eric Higson (Brooke), Kaytlin Hill (Zachary), Allison Ashenfelter (Tanner), Garrett Keidel, Brooke Shambaugh (fiancé, Caleb Logsdon), and Gregory Keidel; great-grandchildren, Summer, Landon, Boedy, and Bennett; former husband, Bill Powell, Cumberland; numerous nieces, nephews, cousins and friends.
Friends will be received at the Scarpelli Funeral Home, P.A., 108 Virginia Ave., Cumberland, on Wednesday, November 4, 2020, from 11 a.m. to 1 p.m.
A funeral service will immediately follow at 1 p.m. with Joan’s nephew, Jonathan Snoots, officiating. Masks are required and social distancing guidelines must be observed.
Interment will be in Sunset Memorial Park.
