Eldest son of John Neff (1794-1869), builder of the grist-mill in Winter Quarters, and Mary Barr (1801-1875) . Became the miller there after his father took the rest of the family west to join Brigham Young. Married Elizabeth Musser in Strasburg, 5 March 1846; one daughter was born to them in Winter Quarters, in 1848. Shortly thereafter, once the mill was no longer needed in Nebraska, they also gathered to Utah, and set it up in East Mill Creek, in the Salt Lake City foothills. They had another child in 1853, but both mother and daughter died soon after.

On New Year's Day, 1855, Franklin married Frances Mariah Stillman Russell, a young widow with two daughters. Franklin and Mariah had nine children, of whom the last was Alfaretta.
