Born in Tucker Knob, Oklahoma, he was the son of Albert A. and Rosa (Jennings) Carter. He married Maxine Ossie Brazil on May 17, 1949. He served in the United States Navy during World War II and was a Gunner's Mate 3rd Class. He worked in the oil field for 19 years and worked with his father in the saw mill business until going into the service in 1942. He was a rancher at Tucker Knob for more than 40 years. He and his family were voted the 1965-66 Farm Family of the Year for Haskell County. He served on the school board in Quinton for 20 years. He enjoyed hunting, fishing, sports and gardening. He was a resident of Quinton and died in Kinta at the age of 79. He was preceded in death by his parents; two sisters, Sula Kay Parker and Doris Wolfter, and four brothers, Carlton, Omer, Bill and Charlie Carter.
