At the age of 18 in 1796, young Joseph Windle became Commissioner for Revenue for Rockbridge County. Sometime after that he moved to Tennessee, where in 1802 he married Joanna Goad Sevier in Knoxville and later they moved to Overton County.
Joseph's grandfather on his father's side was Christopher Windle who was born in Germany about 1709-1715 and emigrated to America about 1732, where he met his grandmother Mary Catherine Brumbach and they married in Virginia in 1737. Joseph's father Daniel was born to this couple in 1748. Christopher acquired a large tract of land near Tom's Brook in the Shenandoah Valley in 1750, granted from Lord Fairfax.
Joseph's grandmother Mary Catherine Brumbach was born in Germantown, Fauquier County, Virginia in 1720 to Germanna Colony settlers Melchior and Maria Elisabeth (Fischbach) Brumbach who were among the 42 original Germanna colonists who settled on the Rapidan River from Siegen, Germany in 1714.
