Former mayor dies

Former Winona Mayor and businessman Cecil L. Simpson died Sunday, July 8, 1990, after a nine-year battle with cancer.

Funeral services for Simpson were held at 2 p.m. Tuesday, July 10, at Moore Memorial United Methodist Church, with burial in Oakwood Cemetery.

The Revs. A.G. Clark, Rod Borders and Milton Peden officiated the services, with Oliver Funeral Home in charge of arrangements.

Simpson, 73, served one term as mayor of Winona from 1981-85.

"He decided after his first term, that he wasn't going to run again," said Simpson's son, Cecil "Buddy' Simpson Jr. of Winona.

"Then, at the last minute, he decided to run, but he had already told everyone he wasn't; therefore, he didn't win," he said.

Simpson entered into the family grocery store his father had founded in 1936, and remained involved in the business' operation until it closed in 1985.

Simpson's son and his family moved from Bellflower, CA, to Winona over three months ago to care for the elder Simpson.

"I think we probably gave him the best three and one-half months anyone could have, because we brought his three grand-daughters back to him," his daughter-in-law Kathi Simpson said. "They meant the world to him."

"Even though he knew it was terminal, it never got him down," she said.

"We can all learn something from him...that's a fact," his son said.

Other survivors include; two sisters, Annie Margaret Patterson of Biloxi and Vivian Cottingham of Memphis; and two brothers, Edward H. Simpson Jr. of Lavonia, GA, and Samuel Joseph Simpson of Winona.
