US Congressman. He was admitted to the bar in 1873 and opened a law practice in Wilkes-Barre, Pennsylvania. He was a delegate to the Democratic National Conventions in 1892 and 1896. In 1907, he was elected as a Democrat to the Sixtieth Congress, serving until 1909. Not a candidate for re-nomination, he resumed law practice until his death.
