Russell grew up in Scranton, attending Scranton Technical School. He later attended the University of Alabama where he received his Law Degree. He was the first Treasurer of the FDIC when they were formed in the 1930's. He later became a consultant to the banking industry on how to become chartered by the FDIC.
He was also a talented musician who could play a wide variety of instruments. He played in swing bands and orchestra bands along the east coast.
At the time of his death he was survived by a son, a daughter and a 6 mos old granddaughter.
