Rebecca was born in Pennsylvania. She married James Neil at approximately 16 years of age. They were the parents of 10 children--their first, Martha, was born on 2 August 1863 in Ohio and the others were born in Mason County, Michigan. By 1865, Rebecca and James were established in Amber Township where they made their home on 80 acres near the homestead of James' brother, Andrew.

It is reported that Rebecca helped "lay out the dead" during an epidemic that swept through Mason County during the 1880s. Perhaps, that humanitarian gesture had something to do with her death.
