Philip N. Page was born in Washington, D.C., on 2 May 1847 to Captain Thomas Jefferson Page, U.S. Navy and Benjamina Price Page.

Philip was appointed to the U.S. Military Academy by President James Buchanan "but resigned after his father left U.S.N. to join C.S.N..." He was sent to VMI and matriculated on 9 Jan 1862. During the battle of New Market (15 May 1864), Page was a cadet private in Company "C," detailed to the cadet artillery section. After the battle he remained with the cadet corps in Richmond until he resigned on 26 Jan 1865 to enter Confederate service.

Philip left Virginia and settled in Argentina in 1865 after the War Between the States; he lived as a cattle raiser.

Philip Page died on 4 Jan 1941 in Concordia, Argentina; he was the second to last surviving member of the New Market Corps and the last survivor of the cadet artillery detachment.

His burial place is in the "Protestant Cemetery, Concordia, Entre Rios, Argentina."
