Civil War Union Army Officer. Served during the Civil War first as a 1st Lieutenant in Company E, 6th Massachusetts Volunteer Infantry, then as Lieutenant Colonel and commander of the 26th Massachusetts Volunteer Infantry.

"The remains of Col. Wm. H. Chapman were brought from Everett on Tuesday p.m. for interment to Woodlawn cemetery. During the period of the war of the Rebellion Col. Chapman was a citizen of Acton and as he rose to a higher rank than any other Acton citizen, his name enjoys the distinction of heading the roll upon the tablet containing the names of Acton soldiers at the entrance of our Memorial Library. As the funeral cortege passed through this village the flag upon the Davis monument hung at half mast and a flag was put in the same position on the staff which stands upon the soldiers' lot in Woodlawn cemetery. Members of the G.A.R. escorted the remains. The hearse was draped with the national flag. The services at the grave were very impressive. Rev. Mr. Bush of Everett made some very eloquent remarks and offered an exceedingly impressive prayer. The usual ritual of the G.A.R. was said, the floral tributes were rich, appropriate and beautiful. We are glad the remains of the gallant officer repose in Acton soil." (Published in the "Concord Enterprise", May 1, 1891)
