Frederick Page Tustin was born and raised in Oxford England. He studied law with Edward V. Nichol in the county of Worchester England from 1864-1872. He emigrated to the United States in the later part of 1872 and removed to Oregon Territory reaching Roseburg were he engaged in several pursuits.

After he gained his citizenship he applied himself to the study of law and later worked for the office of Weatherford & Piper in Albany, were he practiced before the Supreme Court.

He married, Miss Anna Hembree Sanderson, daughter of John Sanderson & Mary Jane Hembree on Aug. 25 1874 in Roseburg. His wife Anna died March 21, 1875 and he married Mrs. Mary Jane Shull, widow of John William Shull, and mother of his former wife.

Frederick Page Tustin & Mary Jane Hembree Sanderson Shull Tustin had one child together, Franklin Page Tustin born 1885 in Roseburg Oregon.

The family were residents of Roseburg Douglas county Oregon until 1898, when he was appointed U.S. Commissioner at Fort Wrangle and ex-officio recorder for the Wrangel recording district in Alaska In 1901 after his wife's death Tustin transferred to Ketchikan, taking the recording office and records with him. He died five years later in Alaska and was buried with his wife in Oregon.
