Reginald was a son of Daniel Everitt Hopkins and Rachel E. Lee. He was born on the farm of his father in Nelson Township, Halton County, Ontario near the City of Hamilton. His birth registration shows his name as "Oscar Regie Hopkins". For most of his life he was known as Reginald or Reggie or even as Robert.

On 16 May 1905 Reginald was married in Toronto, Canada to Louise Rogers who had been born in" Allegan U.S." She was a daughter of J. T. Rogers and his wife, P. M. Dunbar.

Some time later he claimed to have married Agnes M. Wing, a daughter of Daniel A. Wing and Harriet Isabelle Perry. Agnes had been born in Potter Brook, Tioga County, Pennsylvania. Reginald and Agnes had one child, Lloyd George Hopkins who was born 21 May 1917 in Toronto, Ontario, Canada.

In October 1919 they moved to Olean, Cattaraugus County, New York where Reginald worked as a chauffeur. By 1926 they had moved to Allentown PA where Reginald worked as a bill poster. In late 1927 Agnes moved to Salamanca in Cattaraugus County NY to work as a housekeeper in the home of Mr. Taylor Fuller. She died there on 4 Jan 1928 after a short illness.

Still in Allentown PA, Reginald took on a married housekeeper named Bertha A. Ervin nee Niedermeyer. Bertha was divorced from her husband Thomas Roy Ervin on 27 Mar 1931 and in 1936 Reginald and Bertha had an infant daughter who died minutes after birth and was buried in Arlington Cemetery on 2 May 1936.

By 1930 Reginald was claiming that he had been born in Pennsylvania but by 1936 he reported that he had been born in Waco, Texas: a claim he maintained until his death.

By 1947 he was separated from Bertha who married William F. Finkbiner on 13 Dec 1947 in Allentown.

From then on he lived with his married son Lloyd George Hopkins in Allentown. He died of advanced pulmonary tuberculosis and according to his death registration he was buried on 22 Mar 1951 in Arlington Cemetery in Allentown.
