Evelyn was born in Calipatria, CA, one of three children of Samuel C. Milligan. She graduated high school in Casa Grande, Arizona in 1935. She attended junior college in Visalia, CA in the 1935-1936 school year, and the following year, she completed a twelve month term at Woodbury Business School in Los Angeles.
In the fall of 1938, she enrolled in L.I.F.E. Bible College in LA, and graduated in the spring of 1941. She moved to Sidney, Nebraska in 1942 to pioneer a Foursquare church there.
In July 1944, she once again moved to pioneer a Foursquare church, this time to Alamosa, CO. On Jan. 20, 1946, she married George Herbert Kettle in the Foursquare Church in Monte Vista, Co.
