Jim was born at Avon, Idaho, to William and Jennie Cole Bower. He lived all of his life in this area, mostly on the family farm at Avon. Jim raised cattle, hay and grain crops. His parents homesteaded the land and Jim lived with his parents and cared for them until their deaths.

In June of 1969 he married Edna Eckman. They continued to live and farm there until moving to Juliaetta in 1973. They then lived at the Royal Plaza Retirement Center in Lewiston from 1993 to 1995, when they moved in with their daughter and son-in-law Lee and Linda Horning at Deary. Jim was a charter member of the Kendrick Golden Sunset Senior Citizens, active since 1973. They attended the Juliaetta Community Church and the Deary Community Church.

He enjoyed fishing and picking huckleberries and traveling and they always raised a big garden.

Edna died in 1997. Two step-sons Lawrence and Lester Eckman died previously, as well as Jim's eight brothers and sisters.
