Leroy was born on his grandparent's farm in West Texas (James Turner and Mathina Rebecca Jackson Turner, Snyder, Texas), and moved with his mother (Ruby Turner) and his brother (Eugene Cochran) during the depression, first to the Coon Saw lumber camp near Feather Falls, CA, in the Sierra Mountains, and then to Sacramento, CA. He joined the army during WWII and became part of the American occupation forces in Japan. He was given the job of chauffeuring military officers and later learned to drive a truck, which became a lifelong occupation.
