Lamar was the son of Thomas Hugh and Martha Eller (Albea) Cooper. His siblings were Robert Edward Lee, William Alexander, Martha Ann, Mary Ellen, Betsy Royall, Ernest Colvert, Frances Mae, Carrie Kate and Nellie Cooper.

He married Emeline Isabelle Paxton in Hancock County, Indiana on March 11, 1900. Their children were Cecile May, Annie Marie, Charles Hugh, Thomas Frank, Laura Opal, Mary Louise, Raymond Earl, Ruth Isabelle and Martha Eller Cooper.
