Born in Princeton, Indiana, Dr. Neely studied medicine in St. Louis. In 1850 he went to Benton, Illinois, and started his medical practice.

In 1861 Isaac and his family moved to Du Quoin, Ill. In addition to his general practice, he served as postmaster there for eight years. He was a strong abolitionist.

According to an obituary "The succeeding ten years, under the broadening and humanizing influence of a country doctor's wide range of service, were highly important ones to the young man. It was during this time that he formed his acquaintance with General John A. Logan and several other young men destined to take important parts in the Civil War."

He served first from April 3 to June 19, 1863, as a First Lieutenant and Assistant Surgeon with the 81st Illinois Volunteers. He was commissioned by Governor Yates, whom he personally knew. He was discharged for medical reasons during the siege of Vicksburg. He later was a surgeon under contract at Camp Butler near Springfield, Ill., from August 1, 1864, to May 30, 1865.
In Evanston, he was registrar of vital statics for Cook County, from 1886-about 1903.

Besides the children listed below, also the father of Dr. John Ralph Neely (1859-1936).
