Frances “Tootie” Carrasco was born in Houston, Texas on October 13, 1941, at St. Joseph Hospital.

She was a lifelong texan at heart until her passing in Round Rock, Texas on September 30, 2019.

Frances was predeceased by her parents, Deckard and Marion HIbbs, and her beloved niece, Wendy Gayle Hibbs.

She is survived by her loving husband, John Corrasco, and her children. Son, Steven R. Richard, his wife Jennifer, and grandchildren, Steven R. Richard II, and Kalista L. Richard. Daughter, Karen Gayle Richard, and grandchildren, Chase Dylan Metcalf, Reece Jordan Metcalf and Jayden Riley Metcalf. She is also survived by her great-grandchildren, Keegan Richard, Kason Richard and Blaykleigh Richard. Brothers, Wesley Hibbs, his wife Dolly and their children James and Michelle, Bill Hibbs, as well as her sister, Lenoir Hibbs, her husband Don and their children, Dennis and Laura, and great niece and nephews survive her as well.

Some of the happiest years of her life were spent on the river, where she gained her “river rat” family. This was evident in her joy of crabbing, fishing and shrimping. It was her cooked stuffed crabs that everyone loved, but not more than her egg bread and scalloped potatoes that would take almost an entire day to cook to perfection. While her cooking was something everyone enjoyed, it was the dreaded biscuit she couldn’t master, no matter what, every time, her biscuits would come out hard enough they could injure someone. Everyone loved to come and eat at Tootie’s house, Steven and Karen's friends came to know and adore her as their “second mom”. Her love of life went further than the river banks, she loved her miller lite and was always known to have a smoke in her hand.

She never met a stranger, even when she cleaned up on the pool table, and hit just about every bullseye in darts. It’s not a surprise that her favorite vacation spot was Las Vegas, if a plane was leaving for Vegas, she wanted to be on it. She enjoyed her slots and her poker. Tootie was quite the thrill seeker as well, there wasn’t a roller coaster ride she didn’t like! Dragging Steven on them, even with a sour stomach and a green face, didn’t phase her a bit, the higher, the more twisted and the faster, the better. She had a sassy and fiery soul and that shone through in how she spent her days. Road trips with her lifelong friend, Nan, in her convertible, were happy heart moments that she cherished always. Tootie and her husband, John, loved their time spent with friends in the Heights at countless BBQ cook-offs, and traveling in their RV to many states, before they finally landed in New Mexico where they lived for many years. She had such an incredible love for her grandchildren.

Vivid memories of feeding them rib-bones to soothe their gums while they were teething was a great example of the un-conventional grandma she really was. Her summers she would save up for, so that she didn’t have to work and could spend that quality time with Kalista, her first grandbaby, making mini pancakes. The math wiz that she was, that she handed down to her grandson, Reece. Tootie had a knack for art also, this was an amazing talent that Chase shares with her as well. So many moments, so many memories.

A memorial service was conducted at Heights Funeral Home Chapel on Saturday, October 5, 2019 at 1317 Heights Blvd. Houston, Texas at 2;00 p.m.
