Not sure what happened. He might have just started using Campbell. All the children are listed on the 1900 and 1910 census as Campbell.
Not sure how you wish to handle it, I would keep Campbell as the maiden name as many of her siblings are buried in the same cemetery. I would make a note in the BIO section just in case someone has questions.
