James R. Landis, Jr., 89, of Lancaster, formerly of Millersville, a retired Civilian employee of the Pennsylvania State Police and a retired Security Police Officer from Safe Harbor Water Power Corporation, died Sunday, June 16, 2019 at home, after an illness. He was married to the late Joyce L. (Morrison) Landis, who died in 2008.

Landis was the Troop Office Manager and a Field Fiscal Officer with the Pennsylvania State Police at their Troop "J" Headquarters in Lancaster from September, 1949, to January, 1976, and served a total of 12 Troop Commanders at the local barracks in his more than 26 years of service with the Force. While in this position, he was extremely active in Conestoga Lodge #66, Fraternal Order of Police, the State Police Lodge covering members of the Department stationed in Lancaster and Chester Counties. He first joined the Lodge upon his return from Military Service in February, 1955. In 1957, 1958 and 1959, Landis was elected and served as Recording Secretary for the Lodge and, as such, was a Delegate to both State and National Conventions of the Organization. In 1964, he served as Chairman of the Standing Committee on By-Laws, Resolution, House and Rule. It was during his tenure in this Post that he completely re-wrote the entire By-Laws of the Lodge and personally conceived, developed, compiled and inaugurated the Honorary Member Program, the Associate Member Program, the Annual Outstanding Active Member of the Year Awards Program and the Retirement Program for Active Members--all which are still in existence today under the re-named Robert D. Lapp, Jr. Memorial Lodge #66. In 1965, 1966, 1967 and 1968 Landis was again elected and served as Recording Secretary of the Lodge and, again, was a Delegate to both State and National Conventions of the Organization.

From 1951 to 1955, during the Korean War, Landis was a Sergeant in the United States Air Force and served as a Senior Cryptographer at Air Force Atomic Bomb Storage Facilities in Kileen, Texas; Albuquerque, New Mexico and Shreveport, Louisiana. In this capacity, he held a "Top Secret" Clearance with the Department of Defense and a "Q" Clearance with the Atomic Energy Commission. He was Honorably Discharged from the Air Force in February, 1955.

Following Retirement from the State Police in 1976, Landis joined the Security Police Force at Safe Harbor Water Power Corporation at their Hydroelectric Plant and Dam below Conestoga in Southern Lancaster County, a position he held for eleven and a half years, retiring from that firm on September 1, 1988.

Landis' writing endeavors included being published in the National Police Journal, Official Publication of the National Fraternal Order of Police Organization; serving as the Troop "J" Reporter for the Communicator, Official Employee Publication of the Pennsylvania State Police Force since 1963; was the Originator of and served as Publisher, Editor and Regular Contributor to The Monthly Bulletin, Official Publication of the former Conestoga Lodge #66, Fraternal Order of Police, a publication still in existence today in the Re-named Robert D. Lapp, Jr. Memorial Lodge #66; published in Police and Security News, a trade publication serving the Police and Security industry in the public and private sectors; The Safe Harbor Spillway, Official Employee Publication of Safe Harbor Water Power Corporation and, finally, published in The Senior Cititzen News, a monthly publication for Pennsylvania's Kids over fifty out of Harrisburg, Pennsylvania.

In 1984, Landis wrote and self-published a Non-Fiction book titled "Cop on Trial" which, in effect, was the memoirs of his more than 26 years of service with the Pennsylvania State Police Force. This booked received a favorable review in the bookshelf section of Pennsylvania Magazine (Volume 5, Number 2, Fall, 1986). The book is available from the Lancaster Public Library.

In 1989, Landis wrote and self-published a second Non-Fiction book titled, "Fun at the gate", which details his years of service as a Security Police Officer at the Safe Harbor Dam and etches a vivid impression of how little the community of Conestoga changed while the major power company soared toward expansion, reorganization and vitality. This book is also available from the Lancaster Public Library. That same year, Landis was listed in the Third Edition of "Who's Who in Writers, Editors and Poets", published by December Press, Highland Park, Illinois.

Born January 25, 1930, in Lancaster, he was the son of the late James R. Landis, Sr. and Agnes C. ( Penn) Landis. He attended Sacred Heart Parochial School, Lancaster, graduating in the Class of 1944. He graduated from Lancaster Catholic High School, Class of 1948. He received a Bachelor of Laws ( LL.B.) Degree in 1960 from Blackstone School of Law, Chicago, Illinois. He completed a Certificate Program in Management Development in 1973 and Certificate Program in Lethal Weapons with Firearms in 1976-- both at the Pennsylvania State Police Academy in Hershey. Finally, in 1983, he graduated from Writer's Digest School, Cincinnati, Ohio, with a Non-Fiction Writing Major.

He is survived by three children; a daughter, Deborah J., wife of Duane R. Hurlburt, of Lancaster two sons; Jeffrey D. Landis, fiance of Kim Kann, of Conestoga and James R. Landis III, husband of Lucinda, of Millsboro, DE; three grandchildren; Angela (Kurt) Myers, Tyler Landis and Brandon (Johnna) Whitcraft and two great-grandchildren; Sadie and Hazel. Another daughter, Darlene L., preceded him in death at the tender age 22 years in February, 1987, from Acute Leukemia.

Relatives and friends are respectfully invited to attend the funeral from the Andrew T.
