Maryland Governor. He graduated from the University of Maryland in 1949, from George Washington University Law School in 1952 and proceeded to practice law in Denton, Maryland. Entering politics, he was a member of the Maryland House of Delegates (1955-58), served in the Maryland State Senate (1958-70) and was the first secretary of the Maryland Department of Transportation (1971-77). In 1979, he was elected as a Democrat the 57th Maryland Governor, serving until 1987. After leaving public office, he practiced law, was chairman of the Maryland Appellate Court Nominating Commission and served as president of the Maryland Center for Agro-Ecology, Incorporated.
