Tootsie was born to James Wesley Nuchols and Jama Haulena Coulter Nuchols, in Blount County, and lived her whole life there, except for a short time she was in Wisconsin with her first husband, William Franklin (Frank) Effler.
Tootsie was preceded in death by parents, Haulena and J.W. Nuchols, brothers, Bob Nuchols, Ferris Nuchols, aunt Grace Coulter, grandmother, Rebecca Long Coulter.
She leaves to mourn her passing, son, Timmy Effler, husband Roger Breazeale, sister, Carol Stinnett, brother, Merle Nuchols, and many other family members.
