Spanish-American War Medal of Honor Recipient. He served in the United States Navy during the War with Spain as a Coxswain. He was awarded the CMOH for his role in the intentional sinking of the "USS Merrimac" at the entrance to the harbor of Santiago de Cuba, on June 2, 1898. His citation reads "Despite heavy fire from the Spanish batteries, Deignan displayed extraordinary heroism throughout this operation". His Medal was awarded to him on November 2, 1899.
