Philip's parents were Susan Haddox and John Philip Felton Sr. of WV. His mother had him and his sister Bower Virginia Felton. She then divorced their father and married George L. Brown. Philip and his sister, who married Wilson K. Prunty, moved to San Diego around 1900. Philip never married. He died of TB in 1912. His sister Bower is buried in WA.
