Daughter of Huron and Alethia Morse. Came to Akron in 1852, and on 26 October 1856 married attorney Newell D. Tibbals.

Lucy was active in the Akron Soldier's Aid Society, an affiliation of the Cleveland Sanitary Society, during the Civil War. After the war, she was trustee of the Women's Relief Corps, Buckley Post, GAR. She served a term as president of the Ladies Cemetery Association and helped to organize the Dorcas society charity. She also helped establish the Summit County Children's Home. She was a member of the First Methodist Church and it's Woman's Missionary Society. -
