Son of John F. and Caroline (Martin) Bailey. Samuel was only a few months old when his father died. What later became of his mother, and sisters Sarah and Matilda, is not known. As young men, he and his brother William Henry worked as farm laborers for their father's uncle, George Chandler, in Union township, Des Moines county, where their family had first settled in the 1830's. Later, Samuel worked as a carriage painter in Grinnell, probably until that industry became obsolete. Following that, he worked as a house painter.

Samuel married Loma Guisleman about 1890, but was listed as divorced and living in Grinnell during the 1930 census. He was survived by his former wife, daughter Irma C. (Austin Dale) Appleby, son George William (Daisy Gavin) Bailey, and several grandchildren.
