US Congressman from Connecticut. He was a graduate of Dartmouth College and Harvard University Law School. He was admitted to the Connecticut bar in 1938 and practiced law in Waterbury, Connecticut. He served on the Board of Alderman in Waterbury from 1940 to 1943 and was Waterbury's mayor from 1943 to 1948. He was elected to represent the 5th district of Connecticut in the US House of Representatives as a Democrat, serving from 1959 to 1973. He was defeated for re-election in 1972. Monagan remained in Washington, D.C., where he practiced law. He was the author of several books including "Horace, Priest of the Poor" (1985), "The Grand Panjandrum: Mellow Years of Justice Holmes" (1988), and his autobiography "Pleasant Institution: Key - C Major" (2001).
