Frank was born on July 31, 1934 in Pontotoc County, Oklahoma to William Irving and Grace Inez (Buster) Kelley. He attended school in the Ada area. On May 25, 1953, Frank married Betty Louise Henson in Wichita Falls, Texas. They were happily married for fifty years, before she preceded him in death on May 30, 2003. Frank worked as a pipe fitter for twenty-four and a half years at the Puget Sound Naval Shipyard in Bremerton Washington. He also worked in the oilfield for over twenty years and for Phillips 66 and Chevron Oil Companies. Frank loved to fish and hunt. He belonged to a Jeep Search and Rescue Club. Frank was a member of the Lindsey Chapel Baptist Church on Texanna Road.
Survivors include: children: Patricia Ann Kelley, of Beggs, OK; Kenneth Kelley, of Kalispell, MT; Roy Kelley, of Olalla, WA; and Lindy Kelley, of Oklahoma City, OK; grandchildren: Eric Dickinson, Evin Dickinson, Debbie Kelley, Will Kelley, Kenneth Kelley, Caleb Kelley, Jonathon Kelley, Lori Kelley, Lisa Kelley-Aguire and John Kelley; and siblings: Shirley Owens, Bob Kelley, Jerry Kelley, June O' Hare, Jim Kelley, Tom Kelley, Annita Estes, Sue Morris, and Pam Degan. He is preceded in death by his parents, and siblings: Terry Kelley, Wayne Kelley and Ona Jo Kelley.
