He was born in Tacoma, Washington on September 15,1957 to Betty and William Turner Jr., and grew up in Annandale, Virginia, and graduated from Annandale High School, Annandale, Va with the Class of 1975. He graduated from Virginia Tech and University of North Carolina-Chapel Hill. His professional engineering and program manager work experiences included Carolina Power and Light, Guilford County NC Government, The Facility Group, Hill International, Parsons Engineering, and Duke Energy.
He is survived by his spouse, Colette, and their son, Andrew Turner of Marietta, GA. Other surviving relatives include a sister and brother-in-law, Erin and Fred Bird of Cortez, Colorado.
