William was born to the parents of William Sealy and Mattie Ruth Cox.

He graduated Waxahachie High School in 1956. He was employed with TP&L. He attended Arlington State College and was a 1959 grad in Industrial Electrical Engineering. He attended Texas A&M from 1960-1965 where he received his bachelors in Animal Science and DVM in 1965. Dr. Cox was employed with Dr. Meryl Weedon from 1965-1972. He opened his own clinic in 1972 where he worked until present. He was a lifetime member of First Baptist Church. Dr. Cox was a member of the Texas Veterinary Medical Association, the Dallas County Veterinary Medical Association, the American Veterinary Medical Association, the Bovine Practitioners. He was a sponsor of Ag Co-op program at Waxahachie High School since 1972.
