Eldest son of George Washington and Rhoda Marie Mallett Loomis. 'Bill' did not seem to have the mental aptitude needed to become a leader in the Loomis Gang and was content to be controlled by his brothers.

On February 11, 1853, he married Martha Ann Burdick, and they settled on a farm in Higginsville, near the Sidecut Canal and their farm became the center for the Loomis gang's northern activity.

His main interest was counterfeiting and he began turning out both counterfeit bills and coins. As his father had taught him, he recruited several accomplices to do the actual distribution.

Like the other Loomis children, Bill also proved adept at stealing and his prime energies went into stealing horses which were then driven to the Loomis homestead by the Nine-Mile Swamp. He operated over a large area of northern Oneida county, Oswego and Lewis counties and he was responsible for maintaining the Loomis network for disposing of stolen horses in Canada.
