Grandchildren include Dominick, Erika and Deirdre Francks, and Alexis, Victoria, Isabel and Conor Coughlan.

He was born in Washington, D.C. to Col. Joseph D. Coughlan and Linda Noble Coughlan in 1934. Shortly after, the family was stationed in Honolulu, Hawaii where Joe attended kindergarten at Punahou School. In early 1941, the family was transferred stateside, eventually settling in Lebanon Springs, New York. Joe prepped at Darrow School and graduated from Princeton University in 1955. The majority of his legal career was with Pratt Whitney Aircraft and United Technologies, culminating as Vice President of UT Financial Services before retiring. He worked primarily as corporate finance counsel, financing aircraft with many international airlines.

Joe had many interests. He enjoyed swimming in the ocean, and could often be seen backstroking beyond the surf line at East Beach and on occasion at Aquatic Park. He enjoyed running having done the Manchester Road Race on Thanksgiving day many times. He also ran the Bay to Breakers once.

He was a sports fan, supporting the Brooklyn Dodgers of his childhood and maintaining his allegiance even after his move to San Francisco. He was an Elvis fan, often playing his Christmas Album during the holidays.
