Billie was born in the Lovejoy Community which makes up part of McKinney. She was born at home, on the kitchen table. The doctor thought she would not live and set her aside but her grandmother wrapped her in a blanket and put her in a small box on the open oven door to keep her warm.
Billie is the only child of Emily Elizabeth Joplin and Percy Felder Ratliff.
