James Oliver Bowen was the founder and owner of Bowen Press, Church Street, Decatur. He served on the staff of Governor Herman Talmadge. He was Chairman of the Georgia State Game and Fish Commission. He was elected as a legislator in the Georgia Assembly representing DeKalb County in 1964. He was a DeKalb County Commissioner from 1959 to 1963. He served on the Board of Deacons of the Decatur Presbyterian Church. Children of James Oliver Bowen and Sarah Mildred Mann are John Mann Bowen, William McGowan Bowen, and Margaret Elizabeth Bowen.
