Howard Darrel Mulkey was born in Eugene, Oregon on 27 January 1899 to Samuel Howard and Edwina "Winnie" Grace (Soverign) Mulkey. His only known sibling is Lovell "Katie" Mulkey.
In about 1917, Howard enlisted in the United States Navy. He served during World War I and was honorably discharged on 30 September 1921 as a Fireman Second Class (E2).
On 22 September 1919 he married Margaret Helen Sawyer in Eugene, Oregon. Their known children are Helen Darrela, Howard Darrel, Jr., and Onelee Josephine Mulkey. This union ended upon the death of Margaret in 1948.
Then on 27 May 1949 he married Mary Augusta Maxwell, in Seattle, Washington. They had no known children. Their union ended with the death of Howard.
At the age of 88, Howard passed away in Port Orchard, Washington on 18 January 1988.
