Lovic M. Hoover was the fourth child of John Tilghmon and Priscilla Peacock Hoover. He married Harriet Ann Lack on January 29, 1880, in Drew County, Arkansas. During the decade of the 1880s, four girls were born to this union: Maggie, born in 1882; Annie Bell, born in 1884; Pat, born in 1886; and Addie Lee, born in 1889. Harriet died about three months after the birth of Addie, and Lovic made the decision to place the girls with others. Maggie and Addie, eldest and youngest, went to live with Lovic's sister, "Momma Betty" and her husband, Ellis "Poppa" Willis, who legally adopted Addie Lee. Annie Belle and Pat went to live with Henry and Martha King in the community of Tyro, Arkansas. Martha died within two or three years of the two girls being placed in the family, and Henry married Georgia Naugher.

Lovic began a second family with the marriage to Winnie Boren Wilkins on December 21, 1893, in Drew County, Arkansas. They had one son, Lovis Mabry Hoover, born on August 2, 1895. Over the years the name Lovic was also spelled Lovett, Lovis, and Louis.

There seems to be no record of the date of death for Lovic. The 1900 census for Smith Township, Lincoln County, Arkansas, lists Winnie Hoover as Head (of household), widowed, living in same household with Lovette (Lovis), age four, and Annie Wilkins, daughter, age 15. It was well known among family members that he was buried at Mt. Tabor Cemetery as his first wife had been buried. Neither grave ever had a permanent marker, but there are other family members in the cemetery as is Henry King, guardian of Annie Belle and Pat. Addie Lee Hoover-Willis remembered visiting her parents' graves as a young person.
