Leonel Williams was born and raised in Wichita Falls, Texas. On May 21, 1970, she married Charles Johns and they had one son. They divorced in March 1974. A short time later she met Joe Williams and they married August 16, 1974. They had one daughter. Joe and Leonel were together for 43 years until she passed on November 29, 2017, six months after her cancer diagnosis.

Leonel began drawing and painting from the age of 3, and was an artist throughout her life. She switched from primarily oils to acrylics in the early 1980s while living in W Germany. After the family moved to Possum Kingdom, she opened a ceramics shop with a fellow artist and operated the business for a few years. During that time she also continued to produce paintings, including commissioned pieces, landscapes and western-themed art. By the late 1990s, after years of dealing with arthritis, she was turning more to photography and computer graphics, and eventually she and Joe opened a photo lab.

They moved to Breckenridge in 2004 and she started a new chapter, but her creative expression through art was always an integral part of her life. Survivors at her death included her husband, daughter, granddaughter, great-grandson, and her son.
