William Foley was born in Illinois, a daughter of William Joseph Foley and Margaret H. Beckham.

A graduate of the Loyola University of Chicago, he earned his master's degree at the University of Notre Dame.

He married Rita McCoy in 1945 and they had two daughters and three sons.

He worked for the DuPont Company for 33 years, retiring in 1985 from the Textile Fibers division. He was one of the managers to set up the International Division in Geneva, Switzerland and lived there for four years.

William was one of the founders of the CCD Program for the Catholic Diocese of Wilmington, was a member of the first President's Parent Council at Mount St. Mary's College, and was a volunteer tutor or AP Chemistry at Barron Collier High School in Naples, FL.

A former member of St. Mary Magdalene Church in Wilmington and St. Andrew's Church in Ocean City MD, he served as an Eucharistic Minister.

He was a member of the DuPont Country Club and was a Naval veteran of WW II.

His sister, Margaret Foley, predeceased him in 1999.

William was survived by his wife of 56 years, Rita (McCoy) Foley; 2 daughters, Kathleen Hickey of Wilmington, and Mary E. Foley of Rixeyville, VA; sons, Sean D. of East Burke, VT, William J., III of Hockessin, and Kevin B. of Newark; and 7 grandchildren, Joshua, Ian, Anna, Meaghan, Daniel, Nicole, and Caroline.
