The son of William & Mary (Altenderfer) Foulk or Folk, in 1860 he was presumably living in or near Cumberland County, Pennsylvania, although he is not found in that census.

A Civil War veteran, he enlisted at the stated age of twenty and mustered into federal service at Philadelphia September 13, 1861, as a private with Co. E, 6th Pennsylvania Cavalry (70th Pennsylvania). Hospitalized on March 18, 1863, in Annapolis, Maryland, for epileptic "fits [that] occur about a dozen times a month," he discharged by surgeon's certificate reportedly on October 1, 1863.

He married Jane Fry and fathered Clementine (b. @1866 - married a Mitchell), Mary F. E. (b. 03/26/69 - married a Davies), Daniel Aries (b. 04/26/72 - allegedly born in Ash Grove, Missouri), Isaac Amarian (b. 03/20/75), Jerome A. (b. 02/18/78), and Philip E. (b. 03/06/81). He died at his son Daniel's home in Etters just south of the Cumberland County line and not, as the accompanying obituary claims, in York about twenty miles farther south.

His age is a bit of a question mark. The 1870 census claims he was thirty-five years of age, the 1880 census lists him at thirty-eight. and 1900 says fifty-eight with the birth month and year shown above.
