Services are 1:30 p.m. Monday at Hurd-Hendricks Funeral Home, Knoxville. Burial is in Wataga Cemetery.

Mr. Riggs was born Sept. 15, 1932, in Elba Center, Ill., the son of Charles H. and Mary Philetta Bohannan Riggs. He married Martha Kennedy Oct. 5, 1957, in Galesburg.
He was employed as an engineer for 25 years at the former Galesburg Mental Health Center and as a maintenance engineer for five years at Henry C. Hill Correctional Center, Galesburg, retiring in 1992.
Survivors include the widow; a daughter and son-in-law, Sue and William Scott, and a son, Charles E. Riggs, all of Galesburg; a grandson; and sisters and
brothers-in-law, Mary Jane and Billie Peterson, Andalusia, and Paula Faye and Thomas
