Dean of the graduate college at Columbia University died in New York City on Wednesday, May 7th. Born in Toronto, Ontario in 1880. He married Miss Agnes Bartlett of Warsaw in 1910 and each year they spent their summers here. They have 1 soon, Bartlett McBain. Their daughter, Mary, a twin sister of Bartlett's died 4 years ago. He obtained his bachelor's degree at Richmond College in 1900, and his master of arts degree in 1901. Later, he earned the degree of doctor of law and doctor of philosopy from Columbia. He first taught at the University of Virginia and afterwards at the George Washington University, and at the University of Wisconsin and in 1913 he became a member of the faculty of Columbia University. In 1929 he was appointed dean of the Columbia University faculty, teaching political science, philosophy and pure science. In 1915 he was special counsel for the City of New York, before the state constitutional convention. He was a member of this city's board of education from 1916 to 1918, and a member of the New York charter commission from 1921 to 1923. He had been, also associate editor of the National Review and the Political Science Quarterly. he was the co-author of the Rochester City Manager charter. Cuba called on him to aid in revising its electoral codes. Two years later, after doing considerable preparatory work on the Cuban political system, he was invited to become adviser to the government, but was unable to accept. Dr. McBain was the author of a number of books on law and government, and was an outstanding authority on municipal government and constitutional law. He lived almost his entire life in the rarified atmosphere of higher collegiate thinking and the fact that he achieved such a distinguished place in the higher educational circles is definite proof of his unquestioned ability in his chosen line of work.
