Mr. Carter was born Sept. 11, 1911, in Winfield, Kan. He was reared in Kansas and then moved to Buhl, Idaho, where he was a self-employed farmer. He moved to Metolius in 1947 and later to Othello, Wash., and was a farmer. He moved to Renton, Wash., about 1957 and was a mechanic for Boeing and later Pacific Car, a company that built railway cars. In 1972 he moved to Vancouver, where he had a shoe-repair shop for three years until retiring. He was a member of East Vancouver United Methodist Church. In 1931, he married Bessie Robinson; she died in 1987.
Survivors include his daughters, Graceline Quinn, Waynema Draper and Kathleen Kramer; 11 grandchildren; and 22 great-grandchildren. His son, Sidney Carter, died in 1997.
Private interment will be in Evergreen Memorial Gardens Cemetery. The family suggests remembrances to a favorite charity. Oregonian, Sunday, December 17, 2000
