Dale was born February 2, 1959 in Wisconsin Rapids to James and Dona Lou Kleifgen. Dale was a 1977 graduate of Nekoosa High School. He served in the US Navy from 1979 to 1983. Dale was a supervisor for Wood County Emergency Government, retiring due to disability in 2007.
Dale excelled in high school sports in both baseball and football. He loved hunting and fishing. He started a musky hunt in Phillips, WI on Father's Day weekend which was held for 13 years.
