He proposed to erect a picket fence around the perimeter of red cedar; to lay the grounds out in twenty-foot square plots, with alleys; and not to sell any plots that there were already burials on, except to the family of the deceased. He proposed selling the new lots for $5.00 each. In July, he surveyed, and laid out the lots, and had the plat recorded in the county recorders office, where it can still be found today.
