Francis Alexander (Frank) Bell was a well-known Tampa printer, police officer, and labor leader. He was the son of Louis Bell and Eliza Collar, early Tampa pioneers. Frank began his career as a printer with the Tampa Guardian newspaper and about 1900 was elected president of the Tampa Typographical Union. He later served as president of the Tampa Central Trades and Labor Assembly. Frank was also one of Tampa's first police officers and became the city's first detective, eventually serving six years as Chief of Detectives. Documentation suggests he was married four times and fathered four children. His first wife was Louisa Redbrook (b. 1858, d. abt 1893) by whom he had Louis Anton Bell (b. 1886, d. 1966) and Esther Bell (b. abt Jan 1889, d. 13 Apr 1889). He m. 2nd, Mary May O'Dea (b. abt 1865, d. _) by whom he had Frances Joseph Bell (b. 12 Sep 1894, d. 1947) and Raymond August Bell (b. 23 Jul 1895, d. 23 Nov 1895). He later m. Mary Etta Thomas and Rosebud Gwynne.
