Paul was born at home in Ochlocknee, Ga, the fifth and last child of Charles Luther Palmer and Rossie Elizabeth Carter Palmer. His family moved to Charleston, SC, where he attended Rosemont elementary school, after a few years they returned to Thomasville, Ga.
He served in the US Army and was stationed in post war occupied Germany, circa 1950.His military records were apparently all destroyed in a fire at the Army records center.
After returning home from the army he worked for Jack Allen Electric Co, where he learned the electrical trade. After several years with Allen Electric he formed the Pelham Electric Co in Pelham Ga, and later changed his business name to Palmer Electric Co. He retired after 50 years as an electrician and electrical contractor.
Paul was married first to Annie Ruth Owens Palmer and they had two children, Sherry Palmer and Paul James Palmer, Jr. Annie Ruth passed away at the age of 29.
Paul married second Patricia (Pat) Marr, who survives.
The best testament to Paul's qualities as a husband and a father is shown in his two wives , both of whom were loving and faithful Christian women who were devoted to Paul and their children and grandchildren.
Paul was an avid football fan and never missed a Thomasville High School Bulldogs game from the time that he returned home from the army until he became too infirm to attend any longer.
Paul had very little formal education, but he was wiser than many with advanced college degrees. He was a strong man but his strength was tempered with love, patience, and kindness to all.
